labeling the inner container of an OTC/Cosmetic

I am new to labeling and would appreciate any help with this... 

Does anyone know where to find how to label the inner container of an OTC/Cosmetic? I have reviewed 701.3(d), 201.66 (c) (2) and (d), 201.66 (c) (8)and (d), 201.60, the CTFA Labeling manual.  I can't find anything that speaks to specifics for the "inner container".  What am I missing? Thanks for any help.

Look for language concerning the primary container (bottle, etc) versus the secondary container (typically the carton).
